Please check the following conditions that may not display the hotels regardless of their availability:
1) Hotels page not enabled
2) it is filtered by activity that is not being used so it doesn't show the hotel
3) Arrival date and/or departure dates are out of scope.
4) the allotment may be setup as admin only and therefor will not show on the public form, but will show on the admin form
5) Discount code for Hotel Allotment
Please check if the discount code is set to control the particular hotel allotment / hotels
