Allow abstract attachments to be edited after reviewing (final/rejected)

This new functionality in Abstractlogic allows abstract attachments to continue to upload/delete after the work has been reviewed (controlled by the project admin). 

The way to enable this feature is:

• Open Abstractlogic and select a project.
• Click on the option Parameters on the left-hand-side menu and then navigate to  Abstract settings > Reviewing.
• Scroll down until you see the options “Enable Abstract Attachment uploads after review?” and “Enable Abstract Attachment deletes after review?”. See example.

Now toggling any of these buttons to YES will allow the abstract to keep editing its attachments, even when the review has been already made.
